DiRT Rally 2.0 Dirt rally 2.0 stuck on start/enter page

I have a new PC and a Steam download of DiRT Rally 2.0. I am stuck on Start/enter page and cannot continue. I have worked with CM and have done several reinstalls and safe mode loads to no avail. Also verified integrity of local files. CarDr. has been very helpful but nothing will get me into the game since update 1.2; any suggestions would be greatly appreciated.
