Download Error

Nice place here but I am having a little problem downloading files.
whenever i try to download a file i get this error - "Slow Down! You are trying to download files too quickly. You must wait 115 seconds before you may download another file." I've never even downloaded a single file.
I just wanted to get the less bling mod for Shift.
Any help would be appreciated.

Seeing there must not be a solution for this error could some one please email me the Less Bling
Mod for NFS Shift. I would appreciate it very much.
