Download speed query

My internet is up to 40 megabits per sec and on speed tests I'm getting 35ish. To download a 200 megabyte file should take 41 seconds........... but it takes me 75 seconds meaning it's only downloading at a speed of about 22 megabits per second. So not confusing megabits and megabytes, do I have a problem?

What results do you get on speedtest sites or on Steam for example?

On speed test net I get about 35 mbps download and 9mbps upload but when I do a test to download 200 mb file from a download test site that my isp uses then it seems only to download at 22 ish.
