whenever i accidentally begin downshifting while still on throttle i end up crashing with "unexpected error", this happened to me only with the rss hybrid 2021. Is it normal?
General downshifting while on throttle makes the game crash?

If you are using CSP:
Sure an unexpected error isn't normal, but if it is just with a single mod, then maybe the mod is using CSP features, which causing the crash, if they are wrongly called. So better to go to the creators of the mod and report to them.
If it's a single Kunos content, then maybe the config file must be fixed. So then it's the best way to go to CSP's Discord Server and report the thing there.
