where to put the _ST_ mods folder?

Follow the instructions in the PDF...
But you need to put this folder inside the "F1 22" folder (like "2022_asset_groups").

Basically copy both folders and paste it there (...\Steam\steamapps\common\F1 22\ for Steam or your path for EA app).
