Enable penalties in race (Urgent)

When I create a server in AC, I do a qualify and Race session and I enable penalties.
I specify Max tires out = 2
Driving on that server, the penalties work in the qualify session. So while driving in qualify, I go outside the track, it says lap is not counted. But in the race, I go outside the track but nothing happens at all.
Most servers I race on the internet, if I go outside the track while racing, it tells me that I have to slow down before the lap finishes.
How do I do that?

Go into the server manager (or search in the ini) for "disable gas cut penalty".
And change it so it's enabled
