No. We shouldn't need to do this since you can just subscribe to the mod... right?

¨well, do you know where to find these files? i (of course) tried this but i couldnt apply them to the game

If there's no way for you to use Steam's system due to... circumstances, I'm sorry to say that the makers of this mod do not want their mod to be available elsewhere. I can point you to other mods that do not require Steam, but I cannot help you get Chris's work.
