Formula 1 in 2013 (and maybe earlier) - Fixed 7th Gear Ratio

I know this seems like a random post, but me and my friend are having a discussion about past F1 seasons. For some reason, I seem to remember them talking about the 7th gear ration being fixed for the season - before the current system with 1 more gear and fixed gear ratios on every gear for the entirety of the season.

Am I imagining that I heard this? I can't find anything about it on the internet, just about the current fixed gears system.

And if this was the case, do you know when this was introduced? If it's false, you can ignore this part.

As far as I know they didn't have fixed gear ratios back then. Just the v6 era

The gear ratios aren't fixed per se. The teams can choose whatever they want, but must nominate 8 different configurations and only use them throughout the season.
