am i right in thinking that they have all the skins which are based on the f1 2013 teams? If so, this is awesome and only more reason to get a league going with these open wheelers!

Not all the skins, but Force india, Sauber, Caterham, red car (ferrari), Mercedes and IGP manager livery's are in there

do racedepartment allow people to do skin copies similar to the real f1? if so, perhaps some modder will come along and do something easily/quickly.

yep no problem For the Marussia there are already some available, I will upload them in the resourcemanager soon. One of mine is already in the download section.

I am disappointed with this update, I was expecting the KERS. And see the same model for each car make me say they botched the job.

Think that has to do with the Marussia who his officialy licensed, it wouldn't look to good for Marussia if their car would be last in every race in the game. I have been reading that they want to license the 2013 Marussia too if possible, than we will definetly have KERS .

Does rear flap work in practice?....in older builds, you'd get 3 green lights on the wheel, but I don't seem to get any response but I've been driving in practice session.

Yes it works in every session at every moment.
When you bind it, you can open and close it with the same button. Also touching the brakes closes it and not beeing on full throttle does maybe too, not sure about that last one.

If you don't use HDR, all the lights on the wheel are just white, a very annoying bug.
It's impossible to see it on the wheel this way, but you clearly see your straightline speed beeing higher.
