G25 Hardware lock does not actually lock

Been off from racing for a while, and it took me a surprising amount of time to notice this - my G25 with Hardware lock ticked in CM isn't actually restricting range of motion or linking physical rotation to virtual. Soft lock is it's usual bouncy self if I use that instead ( I don't have them both ticked ). 900 degrees set in both drivers and AC, scale is 1 ( 100% in CM ), and it's the same Win7 install I've always raced on with the same drivers for years, so I'm a bit confused. Various combinations of experimental options in CM don't change anything either.

Any ideas, anyone? it's obviously finding the logitech API or it wouldn't even give the hardware lock option...
