I turned all oc settings back to default and its still crashing.

AMD or Nvidia (and I'm assuming you are using WHQL drivers not beta drivers)?

are you running sweet fx ? i was having same problem deleted sweet fx and now have no problem

i was running latest one on their site SweetFX 2.0 (Preview 8 | ReShade 0.18.3)

Did you try SweetFX 1.5.1 with no ReShade ?
