gp4 multiplies the variation value by a number between 0.0 and 1.0, then adds that value to skill. 25% of the qualifying variation stays for the race too.
though instead of 0.0 and 1.0, the game uses values between 1 and 16384, where 1 is 0.0 and 16384 is 1.0
