Grand Touring Group 5 - Taken Down

I tried to reupload this wonderful mod onto this platform, only to be told it was taken down for violating TOS despite 100s of mods being uploaded here a day without them being taken down.

If I get the original creators blessing, can I reupload? This mod is amazing and a testament to DRM Modding Team's and others work.
