Do Mods from the GTR Evo work on the Race 07 game or do u have to have the GTR Evo pack to run them????

It depends on the mod. Some of those listed as being for GTR Evo don't necessarily require GTRE content to work. Just give them a try. At worst you'll get a CTD or minidump which can be fixed by simply deleting the offending mod.
