As you might already know the SimBin servers are closed for many years now, nevertheless you have got few GTR2 online leagues still around like KBB or MRW. That said, these leagues use their own mods as server must have exactly the same mods as players otherwise there is online mismatch and you cannot join server to play.
As RD does not propose GTR2 online league for many years, if you upload your mods here then it will be for offline play or by LAN only.
Maybe you can contact GTR2 leagues to propose your mods and you will see with them if they are interested in
