Help me fix flickering shadows and textures

The flickering is obvious especially on the railings and the shadows keep flickering and popping in and out. Any idea on how to fix?

I found when I used lower resolution shadows I experienced flickering. Try changing to 3072x3072 and see if the flickering improves.
