HICAS enabler (drift settings) - hicas 4ws steering drift

Installation:
Put ctrl_4ws.ini to data.acd for data folder in car folder

What is it:
Enables four wheel steering for mainly Nissan Silvia-like cars. Helps in narrow slow turns, high drift angles and high speed lane change.

Oh, I'm not sure that power distribution will work correctly with that, but if you'll test and tell me the results, it will be great!
AWD cars should have another HICAS profile, I suppose
