How do I permanently unsubscribe from some steam workshop content?

I unsubscribed to a bunch of cars and tracks and also deleted them, but upon restarting rf2 it tries to re download all the content.
What am I doing wrong?

rF2 will re-download all the S397 content, especially the DLC and unfortunately the Mclaren Shadow type skins. You can change a setting in Steam to prevent automatic downloads, but that causes two problems, you may miss a necessary update to the core sim and if you DO re-enable the downloads, you have the same downloads all over again.
