1. Open Steam
2. Click on the Steam tab in the navigation
3. Click settings in the drop down menu
4. Click In-Game
5. Click the drop down menu under In-Game FPS Counter and set it to the desired position you would like the FPS counter to appear

The above is a universal setting, I'd recommend to place it in the bottom left corner of your screen. It's a tiny non-intrusive counter showing your FPS on all your Steam games. Really nice little tool.
