How to toggle leds on car? I see it on pics, but i dont know where can i toggle it.

Do you mean the rain lights?
Those can be switched on with the buttons left shift + L
Or set automatically to switch on or off.

Those turn on when you turn the headlights on.

And not all liveries have them. If you create your custom livery you can define the type of led and the color. Or you can choose not to have them at all.
