If I change my team in a new season, I will have my R+D points or I will lose them?

The R + D points you earn are for the team to develop the car not yourself, so i think if you switch teams they don't carry over.

But I'm sure someone will correct if I'm wrong

when you switch the team you will start with 0 Ressource Points! so keep that in mind
