Just turn off the Custom Shader Patch, then.

Right, which is a step up from no cars or tracks working.

The thing that is out of date is CSP, the error message is just wrong. AC updated, CSP needs to be changed to match it.

I have it also installed on D: and didn't notice any problem until now.
But I have this 1.16.4 update installed. ...I got it by Steam when I started PC.

Its changelog is:
1.16.4
- Launcher: fixed car preview image paths (when installed in steam folder with special characters)

Edit: in fact to be more precise, Steam is on C: but games are on D:

Just ignore the message in CM from the pic in OP
"...is obsolete..."

CSP is working fine even with that message, maybe restart CM once.

That's been in AC since 2015? I don't think it even requires dlc. Around 2016 they switched to starting all official content with "ks_" so it's not something new.
