I need help understanding why my cars were deleted of race department i just got a notification telling me to read tos and i cannot undersand what rule was broken

From what I can see, we had a report that your upload used somebody else's 3D elements and textures.

Is there any appeal process for this as i dont believe that i used any 3d elements or textures that were disallowed

In that case please resubmit your car(s).
(When a moderator is in doubt, questions are generally asked before deletion; where there is no doubt, deletion typically happens immediately. This is not to say that mistakes are impossible...)
