If I was to install AC on a drive other than C and reform my C drive for a fresh windows install will my modded AC still be completely functional?

This is something that's kept me from getting into ac modding again because I reformat often and each time start from square one again.

Wondering if there is anything important about the game that lurks in say appdata or documents or wherever else on C drive and if I was to reformat it would cause issues for the game when windows was back up and running.

You'll want to copy the following folders and put them back in place afterward:
Documents>Assetto Corsa
Appdata>Local>AcTools Content Manager

I personally run the game first without CM (as one does on a new install) before copying those folders back into place.
