I have had the same issue, and did find a published way which was a bit involved, but did work

Yeah sadly a few cars that should have a steering angle/ratio setting are missing it...
If you do the file editing way, I'd suggest to save it as a "tuned" version. Like the S1 versions you see from some original cars.
So you'll have the normal f2004 and for your private use, a f2004 S1 Monaco tuning.
Just for you info if you didn't know it: in reality they change/adjust some parts for Monaco to make that corner possible.
But it wasn't always possible and with some cars, the drivers had to drift the hairpin with a "Scandinavian Flick" or/combined with a "Clutch-Kick"!
