Is there a maximum safety rating?

I currently have a safety rating of 90. It had gone from 89 to 91 in a single race (Only race single player), but went down to 90 during a clean race (the very next race) where I actually expected an increase. Good battles, no accidents, etc. However, I have been stuck at 90 for the past few days. I have raced many many clean races, without issue doing everything I had done that increased my score. When passing the start/finish line I never see the SA number flash green either. Is there a maximum SA rating that can be attained?

99 in my experience.
I have seen other ratings extend to 100 showing as "00" ingame.

99 is the maximum in my experience as well.

The rating appears to be based on a moving average, so if you had a good race a while ago and then a few not so good, once the good race moves out the moving average window you would see a bit of a drop in SA. 99 is the highest SA can go. It is also very slow to increase at the high end in single player mode. If you want to boost your SA quickly you need to start multiplayer racing (safely).
