If you've extracted the Mas and are trying to open it in Photoshop then Yes it is!
If it's not showing in game you need to say so and perhaps show a screenshot. I can't help you on "its an black empty skin".

i copied the files to rFactor 2, but i can't see it in game

same here - put the skin into the correct userdata setting folder and cannot see the skin. Do we have the correct VEH ID#?
