Are the MAS files encrypted? I was trying to build a package for this track to make it install with ModMgr but that doesn't seem to work. Do you just install it in the game by copying the files into RFACTOR\Installed\Locations?

Hi! Yes. You need to install it in Gamedata/locations.

I would like it if we can get an RFCMP package so I can build this track into a MOD that my family uses for offline racing. Also, I tried unzipping into 'installed/Locations' and do not see it. I will try again, maybe the folder structure was wrong.
