In game choose an existing Lola Rebellion, in the tuning menu choose create Dir, exit game, In UserData/Player/Settings look for the newly created dir where you'll find an alt.dds that you can delete, copy there the skin you have downloaded. In game select the same Lola Rebellion, in the tuning menu choose the alternate skin.

Done.
