to improve your safety rating i would recommend you to do it offline. I gained my SA in 6 or 7 races to over 90.
I did 20min races at spa. 20 cars on the grid, starting as last. Lower the aggression of the AI cars, i might had that on 50% if i remember correctly.
Check for the AI-level, and set this as high as you can but on a level that you are able to overtake all of the cars in front of you. You should reach position 1 in the last lap.
Drive close to your opponents, also side by side through corners.
And be sure to not do a mistake, track cutting, crash or even a little bump against your opponents.
