Appears to be the Foam beads and Resin technique.

Bag of Special foam beads....add special resin...Mix till evenly coated then start the shaping process by Sitting in the seat and pushing the foam in the shape you want. You'll needs a rough frame to be sitting in as Nika build with the MDF base.

If you google how do F1 driver's get a seat made, there's even a "How its made" episode that covers a Indy driver getting a seat made.

Actually, the foam bead and resin method is more expensive than what I did. I just used 2-part Polyurethane Foam 2lbs Density per Cubic Ft. About $70 worth of mixture.
