Mysterious happenings in Download section

Does anyone know what's going on with the downloads section [top of main page]?

A couple of weeks ago everything disappeared from it, then a few more got uploaded. A few days ago all the original ones reappeared, but now they've all gone again apart from a few, all marked as uploaded by 'System'.

It don't seem a very reliable storehouse . .
