No lightning and thunder in GTR2 heavy rain

Hi~
In GTR1 heavy rain has lightning and thunder effects.
But in GTR2 heavy rain, I never met thunder nor lightning.
Do you know how to enable these effects in GTR2?

Lightning Probability="0.00000" // Probability of seeing lightning (0.0-1.5)
Thunder Probability="0.00000" // Probability of hearing thunder (0.0-1.5)

So how do the numbers work, whats the highest etc.. if I want more thunder or lightning what numbers do I put it.. up to what ? I hear the thunder it sounds great.. Id like more.. as for the lightening all I can vaguely notice is a brief strobe flash.. which is better than nothing but its really minimal.. so are we lacking actual 'strikes' in GTR2?
