I would run Steam File Integrity Verification to get back to a stable point. Then re-install mods / sounds manually to be sure everything is going to the proper folders. I've had issues when using CM to install mods / sound-mods where some things don't go to the proper location.

Remove "sfx\guids.txt" for those cars, this file comes with a sound mod, but breaks original sound, after steam-verify thats definitely the cause.

You should also update to the latest version just to be sure.
