No track or F-Usa updates

I'm new to this game so not sure how to check what version I'm on. Steam has done some updates but as stated in title of post I have no F-USA cars or any of the new tracks that have been released.
I'm assuming Steam is supposed to do updates.
It does show it has done updates but then why no new tracks or Indycars?
How do I check to see what version Steam is running?
I see a build number but not same as version.
Any help or insight would be great.

hey Luke are you sure you own the cars and tracks you are "missing"?
Could it be something about spending money I mean

Racing USA is not part of the base content. If you want to get those track, you can wait for a sale. It normally cost 25 dollars on sale and once 20. The steam summer sale should come at the end of June. I have Racing USA and it is worth the price. They will also be dropping some more tracks with it.
