Only Rain and Darkness with AC Custom Shaders Patch/SOL?!

Hey Guys,
I've had this weird bug for a few months now where everytime when I started a race with CSP/SOL active it was always dark and had thunderstorm weather set. I also can't change the weather in any of the config apps. Hoping fore someone who can help me fix this issue.
