Alongside the F1 2016 I´ve been working on the Huayra, one of my all time favs since it came into the game. If you like turbos, then I´m sure you´ll enjoy this one.

-missing externals
-turbo flutters activates on throttle

Why "unlikely" and "if there are better resources available"? What's the exact issue? I remember this sound mod sounding quite good but as it stands it hasn't actually worked in AC for a long time/several AC patches.
