Unzip , Copy the .dds File in Steam Folder:
Steam, steamapps, common, Project Cars 2, Vehicles, Textures, CustomLiveries

I can not write more than I have already done.
Unzip the Skin Version you want and copy it into the CustomLiveries folder.
Here is my folder structure. Maybe this helps.
