I found the following settings in the Steam forum that was referred to as "Pcars2 VR Perfect Graphics guide for nvidia 1080", and it really did the trick, as I no longer am seeing the track pop-ups. Here's what was in the guide (for the last 2, I used openVR configs instead if occulus):
