Problem seeing skins

Since I installed win7 x 64 some time ago I cannot see the custom skins in game, I see the driver names and cars in the select car screen but all the custom cars are blue(ish) and the nationality flags aren't there

All the skins are in the mydocs r07 custom skins folder as they should be, there is another "error" text file in there which looks something like this
