Purchased randomly cars & tracks, now what happens if....

I started with one of the lower packs, and adding the odd car here and there from various classes and probably have 90% of the tracks, what happens if I want it all now? If I purchase the full package does it deduct everything already bought ? Or do I get ripped big time and pay again for all I already have? What is the correct way to go about this?
