RACE 07 to GTR Evolution dedicated server upgrade

I have a full version of Race07 that I would like to turn into a GTR Evolution dedicated server. Do I have to purchase the GTR Evo update or is there a way just to download the dedicated server part for free.

yup, evo is only an expansion pack... race 07 is still the core application - so the dedicated server can only accomodate the expansions you've added to it...

What about running a dedicated Race/Evo server on a second machine whilst gaming on another ... do you need a separate license?

No problem: If you have direct access to the second machine just deactivate the network connection or pull out the network cable, start steam - it will ask you to start in offline mode - and reactivate your connection again. Now you can start Race07 Dedicated Server.
