rainFX for COTA - Added rain effects to the track

Added rainFX to Reboot version of the track acu_cota_2021
-Classified over 200 track assets to display rain correctly based on the material (rough/smooth/soaking/lines/puddles)
-34 stream edges (for water run off banners, gutters, cranes etc)
