I heard this question twice recently during multiplayer races.
So, here is the location of your project cars replay files ("*.med" type) :
"my hard drive\...\Steam\userdata\********\234630\local\project cars\media"
(where ******** = directory name composed of numbers - different for every steam account)

These files can be shared and viewed by anyone, once they have been placed in the right directory. But they are focused on the car of the player who saved the replay. Do not rename the files.
