will mods from rFactor 1 be able to be used [graphically] with new physics ?

You should be able to re-use any 3d modelling work you've done prior to getting the mods in game I would have thought.

The second part of the interview suggests you will be able to use rF version 1 mods but there will be some sort of packaging process. As for 3d textures etc I would expect you can, if not run some sort of conversion on them at least.
