How is this different from the Riverside (1990s) v2 from phil that has been around for a few years?

I think there's something wrong with these tracks like Riverside, Martinsville and Pocono.
Even my Internet Security Software puts on the alarm. Very strange is that all 3 circuits have to be installed with an exe-file. Why can't those tracks not be unpacked.
