same theme as my previous resource but for different chassis.

put this in content\cars\rss_formula_hybrid_2021\skins folder.

i thanked @TheSourceOfTheNile for Pirelli 2021 tyres & @enkay74 for AT pitcrew stuff, which helping and saving me a lot of energy (due to struggling with tendon fingery pain post surgery and still in therapy period i couldn't do much for my own)
