Maybe you can try the latest version of wheel cover mod, I try on your skin mod and it's looks good

If you disable Brake Disk FX in CSP, then the blur works correctly (for whatever reason, when you go fast in the FHX Evo, a random brake disk appears over the wheel cover...).
Since you might want to use that for other cars, I found out how to disable it only for a specific car/skin, by using ext_config.ini (you add [BRAKEDISK_FX] ACTIVE = 0), now just got to update all the liveries

As for the wheel cover mod, I don't think including it with the skin would be the best idea

Another fix

- added the red stripe on the halo
- updated ext_config.ini, to fix the wheel blur issue (it now automatically turn's off BRAKE DISK FX in CSP settings, while using the skin)
