RTB: Can you Upload PDF into Google image?

Hello I am new to RTB and I would like to over lay a pdf of a track layout into RTB so I can trace it and place cones in certain locations. How can I do this? Any suggestions to use other than RTB?

I suppose you could do that in BTB, with the background image tool, but not with RTB, yet. The developer of RTB has a long "want to do" list of developments and I don't think the background image is high on it!
