[Server] How to Allow More than 18 Connections?

If I set max connections to anything above 18 and start the server it only lets me have 18 connections.
Configuration still says whatever I set it to, but in-game it stays at 18 connections max.
Why does it do this and can I change it?

Server slots are based on TR + SA with 3 medals and 70 SA required you can have 30 slots the lower the requirements the lower the slots.

In addition, this only applies to public servers! Private servers can have up to 84 (Spa) players

Just for info .... a simple } .... missing at the end of the "Settings" json .. may also create such a problem.
We just discovered the reason of such a problem caused by this little mistake yesterday in one server for tests.

I made a mistake. I changed max connections instead of max car slots. So I upped the connections to match or more and can have 30 drivers now, for instance.

So problem solved. Thanks for responses.

Or never mind. It doesn't seem to want to go above 18 if I make it public.
As soon as I set a password max changes to 20, having set max connections to 60 (as a test) and max driver to 20.

Any reason it's doing this?
